I completely concur with this assessment. The “war on drugs” is a dismal failure and has been since it’s onset. For an example of the failure of government policies on curbing people’s right to choice, just look at Prohibition and what happened during that era. The Mafia reached it’s pinnacle during that time period and hasn’t looked back since.
